LeRoy Patrick Payne, affectionately known as "Boog," of Blacklick, Ohio, passed away suddenly on August 9, 2025, while on an outing with his husband in Grand River, Ohio. He was 52 years old. Born in Charleston, West Virginia, on August 23, 1972, and raised in Columbus, Ohio, LeRoy's life was characterized by devotion, service, and love.
From 1994 to 2002, LeRoy served honorably in the United States Navy, stationed in Atsugi, Japan; Rota, Spain; and aboard the USS Enterprise. He achieved the rank of Second Class Petty Officer and received several honors, including the National Defense Service Medal, the Navy Overseas Service Ribbon, and a Second Service Award. His steadfast dedication to duty and country was deeply felt by those who served alongside him. As the Navy celebrates its 250th anniversary this week—“Honoring the Past, Defending the Future: 250 Years of Sea Service Excellence”—LeRoy's legacy stands proudly among those who helped shape that history. He was part of the living tradition of sailors who carried honor across oceans, defending peace with quiet strength and unwavering resolve.
After his military service, LeRoy became a beloved city mail carrier in London, Ohio, where he faithfully served Route #5 for nearly two decades. His quiet strength, reliability, and warm presence endeared him to the community. Many animals along his route greeted him with wagging tails, curious eyes, and trusting hearts. LeRoy never missed an opportunity to offer a kind word or a gentle pat, making his daily visits a source of joy not only for his neighbors but also for their furry companions.
LeRoy had a profound affection for animals. His home was filled with love, laughter, and the joyful energy of his cherished companions—Gracie, Lily, and Suzy Q. He fondly remembered his late dogs, Josie, Ozzie, Sasha, Lee Lee, and Hank, each of whom held a special place in his heart. Whether it was the wag of a tail or the soft purr of a cat in his lap, LeRoy found comfort, connection, and joy in the company of animals. His gentle spirit and playful warmth made him a favorite among furry friends and a source of comfort to everyone who shared his love for them.
He is survived by his loving husband of 27 years, Bobby Joe Osborne-Payne; his mother, Patricia Ann Chapman; half-sisters Daphne Sagstetter and Sharon Malone; uncles William C. Payne and Donald “Joe” Chapman; aunts Elondia Chapman, and Ginger Lease. He is also survived by his niece, Lauren (Brenton) Feather, step-great-nephew, Donnovan Feather, and a first great-nephew on the way. His in-laws include James (Barb) Osborne, Rhonda (Tom) Rose, Timothy (Terri) Osborne, Marlissa (Daniel) Wheeler, and Joetta (Randy) Kiger, along with many nieces, nephews, great-nieces, and great-nephews from the Osborne side of the family. His extended circle includes cousins and lifelong friends across the country.
LeRoy was preceded in death by his father, James Patrick Payne; his paternal grandparents, William Claire and Betty (Cook) Payne; his maternal grandparents, Dane Leroy Chapman and Ruth Frances (Boysel) Myers; his maternal great-grandmother, Mary Jane (Miller) Williams; his uncles Roy, Robert (Mabel), and Charles Chapman; his aunt Betty (William) Ross; parents-in-law Robert Pearl Osborne Jr. and Faye Ann (Allman) Osborne; and his beloved dogs. Two special friends who were like sons to him also preceded him: Travis Leslie and Zachary Mossburg.
LeRoy traveled far, served faithfully, and loved deeply. May his journey continue in peace, and may his legacy live on in those who remember him. With love from all who knew him—family, friends, and fellow sailors—your memory sails with us always. Although his route may be quiet now, his footsteps echo in every act of kindness. As the Navy honors its past and defends the future, LeRoy's spirit remains anchored in both—a sailor, a steward, and a soul of enduring grace.
